Free NPC's plugin

As you know, Citizens is now paid

and for some reason it dont wants to work on 1.13.2 (latest free version). Sooo.. I would like to ask if you know a good and free NPC's plugin..

Is citizens cmd a npc plugin? I was thinking it was adding commands to citizens npcs.. But now i restored my server to 1.12 so i can use Citizens. Thank you btw!
