Resource pack not Downloading/Applying

Yes, yes. I know this has been asked, but reading the previous threads, I never found a real answer. Most just accidentally fixed it themselves and no answer was given.
I made a zip (not rar) with Sphax x64 and a "The 1.12.2 Pack" x64 patch.
It works locally, both the original file and the uploaded one (redownloaded using the link to doublecheck)
I get the prompt to use the resource pack supplied by the server but nothing happens after.
(dl=0 is changed to dl=1)
