My server isnt spawning mobs

So i have a 1.7.10 forge modded server. At the beginning it was spawning mobs at night like creepers and stuff and all of a sudden mobs stopped spawning. The world is not on peaceful and im at a point where i need loot from mobs to progress. Mobs are also allowed to spawn on server options. I dont know if its something to do with the code but i dont know how to access or fix that. Somebody please help.

Yes i can spawn mobs and yes i mobs are on in the options
