Plugins and mods?

hey i'm curious about something, s it 1 or the other, or can you have both mods, AND plugins? Cuase a server with out at least GP or Towny is kinda lame cuase theres no way to protect your stuff. Just saiyan or am i a utter newbie who cant figure out how to do it?

This is like the 1047472919 post about this, this month. You can't have both because it would need more RAM. So its 1 or the other
