He said "individual mob". It means only creeper will not spawn. Any mobs such as zombie or skeleton will still spawn, i presume.
A plugin or command block will help solving that problem

Don't use /kill in a repeating command block. The creeper spawns from underground as well. The lag happens because of the mob loots drop from a creeper.
You don't need mod for that. Use a plugin instead and search for "mob"
