Texture Packs Not Working Properly

I have been trying to get a custom texture pack onto a server, but nothing seems to be working. I have looked at many forums and the tutorial and have followed everything to just get the simple result of a half working texture pack. The only thing that has worked so far is the armor when you equip it, when normally when downloaded and using manually everything works. I am truly clueless on what is going on and really need help, because this is started to get really annoying, link to the texture pack is below.

Latest version, 1.16.4 using Paper/Bukkit plugin software, if it's an issue with the version of the texture pack than how come it works when manually downloading?

Also if you are questioning which armor works, its iron armor because thats the only one I skinned. I think I maybe placed some of the textures in the wrong place but it doesn't make sense because it still works when manually downloading.

I think I might have gotten it to work, I got a more modern texture pack and started renaming all the textures from my pack to match their more modern counterparts and it seems to be working. Sorry if I bothered you, but I greatly appreciate how fast you were to reply. You may close the forum now.
