Hello! Why can't I suggest a plugin on the plugin suggestion section? It is already on the list but it's not updated, so I wanted to suggest it's update, but it's not letting me to cause it says it's not popular enough.

Which refers to the spigot plugin https://www.spigotmc.org/resources/alwaysonline.820 and not the one you posted above.
For that plugin all versions are available

It's a different plugin on SpigotMC. If it's not available you have to suggest it.
