Is there any way to suggest a mod that is not popular? Since I want to suggest the NBTEdit Mod for 1.7.10, but it tells me that it is not popular, is there a way to suggest it?

No - also interesting someone made a mod specifically for Aternos when you can just download the world and do whatever changes you want to do offline, but I guess you do you

Well, and also another question, if I do something in a world and then upload it. Will my XP level, inventory, etc. appear? if I enter the world in Aternos?

And also by "popular", I suppose you mean how many downloads a Mod has, right?

If you just download your world, do the changes you want, and upload it again, everything will stay how it was. Still, always keep backups though

Downloads is just one thing. What counts is the overall impression of the mod (downloads, description, comments, updates, ratings etc.)

I also found out that the description of the mod was a lie. The mod that he sent is copyrighted from Github.
