Command blocks are enabled, no placing available.

I read the Java edition post, i turned on the command blocks even if it vas on and i restarted the server, it still doesn't vork. I need this command block. Yes, i can give it to myself and im in creative mode and i have OP, but i still can't place it. Yes, commandblocksenabled is true.
