I'd like to request the ability to view mod .config files so that players have more freedom in their modded server setup. I think by doing this, server creators will be able to open and close various aspects of a mod so that the server can run perfectly as the server host sees fit.

That's already possible, you can find all the config files for the mods here https://aternos.org/files/config
Unless you use a modpack, then you can't see those config files.
