Server lags out, does not even load the world and makes it unplayable

Hello. I recently started a server. It was laggy on vanilla with 1 player but it was not that bad

But I wanted to install the plugin SkinsRestorer and changed to paper.
No chunks loaded at all and you get timed out when you joined

Don't just paste the errors from your log,
try to include the whole log.

A full log can give more data about what is happening
