Can't find paper.yml

Hey,

I've recently found out that you can use paper.yml to create an anti-xray. The thing is though it's off by default. I've been searching for the file and I've read other threads on it. Some have sent the link but it says the file isn't found? I've downloaded paper/bukkit on to my server so that isn't the issue. Any help please?

Yes it is Paper/Bukkit is that's the correct one.

I've seen this link before and I've tried it again but it says file not found. Here are two images of what I'm seeing.
