I've recently found out that no hostile mobs are not spawning in the world. I am using a craft bukkit 1.8 server with the essentials plug in only. The server difficulty is on easy and monsters is enabled. Any reason that you might know of please tell me and if you know of a solution tell me as well.

what do you mean by server software? I'm using craft bukkit 1.8 and am using vanilla minecraft.

You're probably using CraftBukkit and not Vanilla as you said you use plugins. In the server console, run
