Server not letting anyone connect

Hello! Currently, the server my friends and I play on isn't letting anyone connect. We've tried the dynip and the normal IP, checked the port and IP, used different wifi networks, but every single time all of us get the "unable to connect to world" error. I use Windows 10 and we've tried pocket edition as well-- nothing is working.

I looked through that, it didn't help.

I play on windows 10, meaning that I cannot download that app. And now, the brand new server that I just made maybe an hour ago, is also saying that I'm unable to connect.
