Spigot/Bukkit plugins are not working for me

I wanted to add plugins to the 1.17 server that me and my friends are on. I wanted to add some plugins to improve our experience but it would not apply. The file is downloaded into the files of the server but they are not working. Do I just have to wait for them to update for 1.17 or what. Please help ASAP thx
