There are too many mobs spawining in my server

it's as the title says, there are multiple clusters of way too many mobs on my server, they are mostly passive mobs like sheep, chicken and pigs that spawn in clusters of 4 everywhere, it is a modded server on forge 1.12.2 ive tried removing some of the mods and restarting the server and it dosent seem to help, ive also looked it up and couldn't find any solution. Somebody please help me, ive seen people ask this on other forum posts so i will say it, my aternos username is also ISmellGooder
