Enderman didn t spawn in the end (1.17)

    I would build a farm for make xp but the enderman didn't spawn.
    But before I kill ender dragon the enderman will spawn

    But in the end gateway there are enderman

    I didn't understand why the enderman spawn in the end gateway but he didn't spawn in end :?:
