When i download a plugin, it's a blank document downloading with the name of the plugin. I can't do anything with it.

Make sure to download plugins while your server is offline. Is it a Spigot plugin that you are trying to download? What's the exact name of the plugin?

I just installed a plugin for you and it seems to work perfectly fine. Maybe try it using a different web browser? Again, make sure that your server is offline while installing plugins.

I tryied using another web browser and still don't works. I 100% sure that I are installing plugins when the server is offline, and i have restored the server but still don't works

What blank documents do you mean? I checked your files & plugins and everything is fine there.

That's because no Factions configuration file exists. For the configuration to be created Factions has to work and for Factions to work you have to install another plugin called MassiveCore (mcore).
