Hello. I have a Minecraft City Server and Me and my Friend wanted to use forge mods on it. Do each of us need to download Forge 1.12.2 (Thats the version we are using) or can we just join like a regular server?

yes, all the players have to install forge and the mods on their client too in order to connect to the server
