Maybe try removing enderstorage mod and if it doesn't work then try removing the mods one by one and start the server every time you remove a mod to see which one was causing issues.

Before doing this try using https://aternos.org/software/v/forge/1.16.5-recommended and see if it works

That has resolved my issue, but I had to remove tinkers construct because it requires forger version 36.2.4
