Unable to connect to my own server

So my friends and I have been playing on a modded server (FTB revelations 1.12.2) and it was working for a while. All of a sudden I can't connect to the server. It either takes a long time on logging in then just gives an error or lets me into the server but everything is frozen and only the chunk I'm in is loaded, eventually, I get kicked out and I get this error "io.netty.channel.AbstractChannel $ AnnotatedConnectException: Connection timed out: no further information". My friends can get on just fine but for some reason, it won't let me. I've restarted the server, my router, my pc, and the weirdest part is that sometimes it works, but then when I leave or the server restarts I get the issue again.

Logs also say [19:07:08] [Server thread/WARN] [minecraft/MinecraftServer]: Can't keep up! Did the system time change, or is the server overloaded? Running 8270ms behind, skipping 165 tick(s)

I've already tried dyn Ip and it still doesn't work.

I mean like it worked today too, but after i tried getting on later it didn't, that's why i am so confused on whats stopping me from playing
