Is it possible to add the Forge version 36.2.14 for the Minecraft version 1.16.5, because there is the mod "New Tardis Mod" and it only runs up to this Forge version.

We usually only offer the latest and recommended build of each forge version.
A single mod requiring a specific Forge version is unfortunately not enough demand for adding another specific Forge version.
Note that usually mods don't need an exact Forge version, they usually need a newer version than the one displayed.
