Resource pack not working

Hi,

I am making anty-xray for my server and i made one special item added to it. It is showing "[Server thread/WARN]: You specified a resource pack without providing a sha1 hash. Pack will be updated on the client only if you change the name of the pack.". When i join it doesn't Show dialog to download the resource pack.

1.18.1 - version of minecraft. I am using PaperMC. Yes it works in singleplayer. Datapack has item that i need in resource pack.
