colors will not work on signs

Its kinda a flip flop, but sometimes they work and sometimes they dont, and i need to know how to fix it, as me and my friends use the server for roleplay and colored signs really help. The versions fr the color signs and chat arnt 1.10 but they still work, as well as the other plugins, which seem to run without any problem. Please help q-q

If it doesn't work, check the server console log for additional error information.
