I installed paper 1.19 on my server but went to the files to change some values in the paper.yml but it was missing, instead there was the spigot and bukkit.yml files. I have also checked my logs and i am indeed running paper 1.19.

paper.yml is located somewhere else in 1.19, that's why you can't find it.
I've already informed the Team about it.
