If a suggestion was published only a few days ago or only has a few downloads, it won't be added. There's no specific required download count
The team manually reviews every single plugin/mod/modpack request, they check the download counts, how old it is, comments, and more things. That's what it means when the article says "a case by case decision".
It always goes straight to not popular enough if a mod isn’t a over a month old and doesn’t have more than 5 thousand download's so I’m wondering if that just says that has a place holder has the team reviews or if you have to wait till it becomes popular enough to even get reviewed
If you suggest a resource that was already reviewed recently we don't check it again. It's blocked for some time
