I’ve read the page about not popular enough mods but I was wondering about the case by case thing so if that could be farther explained I’d be happy

If a suggestion was published only a few days ago or only has a few downloads, it won't be added. There's no specific required download count
The team manually reviews every single plugin/mod/modpack request, they check the download counts, how old it is, comments, and more things. That's what it means when the article says "a case by case decision".

If you suggest a resource that was already reviewed recently we don't check it again. It's blocked for some time
