Me and my friends recently change the world from 1.19 to 1.18.2 making out inventories dissappear, though this isn't the problem because I imported the old worlds playerdata folder, but when I did this suddenly any item that was enchanted with a command block didn't work and every enchanted item in my inventory unenchanted, I cannot find a solution to this problem

There probably is no solution, downgrading always causes problems. If you have a backup of your server when it still was 1.19 then restore that.
