Whenever i change my paper server to 1.19, then whenever i try to open it, it crashes.

You have to create a new world, or try downgrading the world using a Vanilla client by downloading the world and opening it in Minecraft with an older vrsion of MC
e.g. you can downgrade to 1.18.2 and open it in a newer version
downgrading may cause corruption

Downgrading worlds is not supported in Minecraft and you shouldn't do that, it can and probably will cause problems.
