I have a modded SMP everyone else who's whitelisted in the server have no issues joining except two of my friends; one can't completely join because they keep on getting disconnected and the other, when they join- the whole server crashes. We've been trying to fix this issue for days now, any advice about it?

turn on your server ask your two friends to join and once the server crashes send the server log here.
if possible send your friends' client log aswell -

ok so the log says ticking entity meaning the place the player " evangelica_ " is trying to join is a corrupted chunk. You can take a copy of the world and try to remove that specific chunk using MCEdit or any another Region Fixer(google about this if you need more info).
The coordinate the game is tryin to spwn them is (9526.8, 79.0, 9384.8)
These coordinates are in the chunk.X 595
Y 4
Z 586
This chunk section contains blocks (9520,64,9376) to (9535,79,9391)
Yea so try removing this.
or alternatively you can edit the players location from the server files
goto the control panel of your server.
click files--------> world(your worlds name) -------> Playerdata
now select the .dat file of this person ---> evangelica_
change the position there and hopefully theyll be able to join. But the corrupted region in the world will still remain. So i would recommend to do the first method. -
oh and take a back up before you do anything to the files.
also if you're willing to risk it you can try deleting this file and it might fix the issue.
go to files-----> world ------> regioninside that locate this r.18.18.mca
delete that and it might delete the corrupted chunk. Remember removing the chunk means whatever was inside that chuck is going to be reset meaning anything you built there will be removed
