I wait in the queue and then I press the confirm button then it changes to starting and circles around, then it after about 3 minutes of it saying starting it changes to stopping and doesn't come on. I've repeated that process 3 times and still nothing

Try to check what the console says, maybe some plugin that you installed isn't compatible with your server and it makes it crash.

i have the same problem. i start the server and when the server starts, it stops sometime. I can't see anything in the log.

What software do you use for your server? Include the version

I use All the Mods 3 version 5.9.4b. I dont have any plugins

While your server is starting try to enter /fml confirm every 20 seconds into the console.
Forge is a bit buggy after modpack updates.
