op-permission-level 4 -> 2 ?

Hello! we are trying to make an adventure map, but we need the command block to be powered by survival players (teleporters and that stuff) so, is there any way to change the op-permission-level from 4 to 2?

Options are all set to True, except whitelist, in the configuration page.

nope, it doesn't work. Only OP players can power/edit/place
