Check your server log.
Go to the log page and share your log to mclo.gs. There you can find suggestions and solutions for the most common errors.

If it's your own pack of mods then after instaling forge run server once then stop it and then add mods.

Could you just try to start your server again now?
There was an update from forge yesterday which brakes many mods.
