Is there a way to make my server public, without time limit?
And U have a problem, My server can't start because of 16min (two hours!!!) of queue.
How can I change it?

The time limit is only active while your server is empty. And no, there is no way to remove it.
And U have a problem, My server can't start because of 16min (two hours!!!) of queue.
There are more users who want to start their server then we have resources for. So people have to wait until we have space to start their server.
We can not change that.
