Can't start the server

I made a modded server with the Direwolf20 modpack.When I start it shows 'Loading'. After A while it shows 'Starting' and it changed to 'Stopping'. please help me fix it.I dont know what to do.

I think I found the problem but i dont know how to fix it. In the log said 'The state engine was in incorrect state CONSTRUCTING and forced into state SERVER_STOPPED. Errors may have been discarded.'

Ok now Its stuck at 'starting...'
