So today I tried out the new snapshot and it kept lagging so I set my server back to 1.13.2 and ever since then whenever my server starts it stops about 4 seconds after starting .

Changed the title of the thread from “Server starts after starts” to “Server stops after starts”. -
You should reinstall your server before and after you're using a snapshot.
Sometimes they are incompatible to the full versions.

You can download the world, switch the version and upload it again.
Please note that your server might not be able to boot then.
