Server is overloaded, when I haven't done anything wrong.

My server is a roleplay, and I haven't done much wrong to it. I only have 1 world, I kept my plugins to a minimum, (infact I could lower it even further,) my server is 1.13,

and still the server keeps crashing. The logs claims it's overloaded. What do I do?
