Command block and other Redstone objects

Hello. Why I can’t put command block or others Redstone objects in my server when I’m in survival mode??? I have the command block option enable in the control panel.

That's normal behaviour in minecraft. You can only use command blocks if they are enabled on the options page and the player who wants to use them is op and in creative mode.
