Server has very low TPS with even 2 players, and we're planning to do 8

So we're making a survival server for friends (total 8 counted with me) And I noticed it's almost impossible to play because there's 0,0TPS. I tried anti-lags and stuff like that but it doesn't work, rebooting the server makes it 15TPS for like 2mintues. Only Plugins that i have are Skins, Anti-lag, sethome and other esentials.

So I'm wondering how to solve theese problems. Thanks!

Well i turned of mobs and we get 10-13 tps which i guess , is playable, but is there a way to raise it more?
