How many and what mods do you have installed on your server?

Do you see a connection attempt in your server log?

What software and version is your server running on?

Did you already try to DynIP?

Do you have the same problem with a new world?

Then your world is broken or contains stuff which cause bugs.
It's a common 1.14 problem.
