Server Resource Pack Isn't Working

Hello, I looked around for some time now for a solution, but nothing.

So my resource pack doesn't seem to work on the server, I follow the YouTube video on how to set it up, changed the final value on the link from 0 to 1. Did it through dropbox, when joining the server, the game does that refresh thing like it usually does when its loading a new resource pack but its the same default pack.

Yes it works client side, but not when its server side
