Chunk Loading And Lag

So ive been getting this issue, on both 1.12.2 vanilla, and spigot.

When I log in, I can move but everything is frozen, and when i move somewhere, it just lags me back to the place I was before, the lag basically stops and starts. Also when I log in, only 1 chunk loads then I have to wait about 5 minutes for the rest of the chunks to load. It also says, whenever i move, 'LimeMelmCat Moved Too Fast'. I dunno what it is but I think there might be some sort of bug...

I dont think its my PC, as I have a HP Pavillion Gaming Laptop, i5 core, gtx 1050 - And it doesnt happen on any other servers too.

Yes, I had it on one world of mine, then I switched over to a pre made world from singleplayer so I didnt have to generate world edit flattening lag etc, but it still happens, whatever version im on, 1.12.2 or 1.14.4
