paper problem help

Hi I have a problem I do not know what I am doing wrong or that I am missing, what happens is that I play on an Android cell phone and I want a server with plugins so I have the PaperMC version 1.13.2 software installed and it does not let me connect, it appears I do not know Could connect to the world. I also have another server but that is with Bedrock in 1.13.2 and that is going well for me but that one has no plugins. Someone who can help me with this would appreciate it very much
