I want to delete mod but can't

I've tried tod elete a mod from a server because of some issues, and when I delete it, after I open the server again it just download again. How can I delete it or stopping it from downloading again. It's a world that I've been playing for a while and with some chunks loaded

Maybe it's a dependency of another mod and get's downloaded automatically.
