My 1.14.4 server lags out and the tps is terrible, i only have 15 plugins i used paper, deleted a bunch of useless plugins, used clearlag
and nothing, the server crashes sometimes.
What do i do?

The guide linked above already contains all suggestions and explanations about lag on newer versions.
Also it explains that newer Minecraft versions do not have that good performance in general.
About the error messages in your log, they seem to be related to crazyenchantments and EnchantmentsEnhance, try to remove them.
