I have a problem with my friend's rogue software. Which he can use on the server without permission and I have disabled cheating But he can still use it. I want to allow the server to detect rogue software and prevent players from accessing the server until the rogue software is disabled.

I think you best try Anticheat plugins then, Minecraft's server software does not offer that by itself.

Well you can install pocketmine, but then you have no mobs (unless with EntitiesX plugin) no redstone etc
