Citizen in Bukkit doesn't really work well for 1.13.2 though, this has been fixed in the later version in Spigot, but adding that is not possible because it's paid

Other free hosting sites where you can host 1.13+ servers have citizens and it works correctly. I think Aternos needs to just add an updated version or something
