Why i can't use command block on my server while im in creative mod?
And why Console doesn't have "commandBlocksEnabled" command?
Just explane me how to use it correctly.

Setblock doesn't always work. If you're going to use a command block to have a permanent command always running, I would just recommend you typing the command in chat. (I forgot to mention that don't you need to put a set amount of them and don't put a question mark at the end of minecraft:command_block because some people write it exactly as you type it, in which some people will put a question mark at the end after being asked that question.)

Win 10 is pretty glitchy with the /give command, you can just remotely control a pc that runs Win 7 or 8 without having to buy another pc

if your computer is less than 7 years old, you can run a virtual pc, if you cant use any application to do so, just try google's cloud service
