PvP in Spawn

Hi !

I activated the Spawn Protection on my server, but I don't know how to disable the PvP in the spawn area. I tryed with a friend, i was OP and he wasn't and we were able to PvP. It's a modded server in 1.7.10. I searched but never found how to fix it. (sorry for my english i'm French)
