If you were to pre-generate your world with a plugin such as world border to reduce lag, would you have to do use the command to pre generate the world everytime your start the server or would the generation of the of the world still be there.

You only need to do that once.
Please note that pre-generating your world might cause that you exceed the max storage limit of 4GB.

You're server won't get saved and you can't start it anymore.
What would be an ideal world size to pre-generate without it exceeding the limit?
Just don't exceed the limit. Note that plugins/mods etc. and your general progress also requires data.
