Commands

How do I get commands in my server like /give /fill /gamemode? Because im already an op and I only see a few commands, and when I type some commands not shown in the /list it says cheats are not allowed in this level even if I already have cheats on.

Bedrock and my version is 1.16.1.02

I play at my cellphone i just want to do some silly stuffs but i just dont know how to get those commands
